February 6, 200719 yr FYI, the Water Elementals (lvl 34) in the elemental workshop in Seers Village (Elemental Workshop 1 & 2 quests) drop vials of water 100% of the time. It's a slow way to get vials, but you wanted a way that didn't entail buying or making. http://www.tip.it/runescape/index.php?rs2monster_id=172. Hope that helps.

You would have to buy the plant cures. If your willing to buy vials, water filled vials are sold in Shilo Village fairly near the bank. BTW, re-using vials after making potions that have little or no value is also an option. Just right click the potion and empty it.
