You can but waterskins at the Shantay Pass, they are quite cheap (less than 20gp ea), and you can refill them with bueckets of water, although the water in the buckets will quickly evaporate with the heat of the desert.

You can buy Waterskins from Shantay for a couple of coins each. You can buy a Shantay's Pass from Shantay as well. When you enter the desert you can walk due east for about 5 feet and you will see a carpet merchant. The base cost for the trip is 200gp.
