There's only one or two in the world, currently. I saw it on an episode of Mythbusters. It actually flies too. But I'd want a cool looking regular car for that money. I mean, wouldn't gas prices kill you for that thing?

Lightning would stay on the outside of the car because the electrons want to get far away as possible from each other. Since the shell has the most surface area looks like its staying on the outside. And if the car shorts out it would probably have a back up system.
