It's usually really crowded there with runners, and it can take quite a long time finding a crafter. In world 99 you do not get your essence back. But it'll be alot easier to find a crafter and so you'll get laws there quicker. In world 66, you give them, lets say 26, pure essence unnoted, they give you 26 law runes and 26pure essence noted in return.
