In wold 66 you get laws AND get your essence back. It's usually really crowded there with runners, and it can take quite a long time finding a crafter.

 

 

 

 

 

 

 

In world 99 you do not get your essence back. But it'll be alot easier to find a crafter and so you'll get laws there quicker.

How can someone give you laws and your ess back?

The crafters keep noted essence in their inventory.

 

 

 

In world 66, you give them, lets say 26, pure essence unnoted, they give you 26 law runes and 26pure essence noted in return.
