February 23, 200719 yr Apparently not. According to the Runescape Knowlege Base you need at least two skills to be level 99 to get a trimmed cape. Those who buy their Cape of Accomplishment with two or more skills at a level of 99 will find that they receive a 'trimmed' version of their skillcape. Looking slightly different, these capes also boast a bonus to their wearer's Prayer level, adding +4 while the cape is worn.
