If you think about it, the .2% would really add up over time in terms of percentage of special recovered per minute. But overall i think it would have a minimal impact on DPS with things like slayer tasks. But then again, anything does. Could have more use in PvP for maybe an extra spec. It would go away once you died though. And you would have to get it back. Vampyrism would be nice. But then again it's completely outclassed if you have soulsplit or an EE(Heck, even a yip). Everything else is outclassed somewhere and thus while it may be useful, it's competitive utility takes a hit. ~It's Super Effective!
