Buying them would save a lot of time. Although, 4m wouldnt do the trick. I would try to raise money the fastest way you can, or just hunt Green Dragons for the bones and sell the hides, like you said. If you do that, then I would just kill 2.4k Green Dragons for half the dbones, then sell the hides, and use that money along with some of your 4m to buy the other half. Im not sure about how long it would take to get 2.4k dbones. Shouldnt take over a week, I think... But I think buying bones for Prayer xp is pretty cheap =P. Ive never done so, so far ;) Dont forget to use a Gilded Altar!

These are the items that I kept the price of when I bought it.
