Nothing in RuneScape force you to do anything. You can take xp or cash. You want more xp? Ok, but this is your decision. Divination is normal gathering skills. player gather energy player can convert it (for faster xp) or keep it other gathering skills: player gather ores/fishesh/animals player can drop it (for faster xp) ot keep it

It is gathering skill if you are gathering energy, not exchanging it for more xp.
