If you 66 is low for 99 hunter, there is a lot of lv 3 skiller 99 hunter, 100% sure you will see 1 at least :

Its east from shantay pass, when you see rocks and ! sign, that means dungeon, its there...You need a rope to climb down kalphite lair...
