Taken from Tip.it's Firemaking Guide! To make Lamp Oil, get some Swamp tar (which you can pick up in Lumbridge Swamp or Mort Myre Swamp). Use it with the 'Lamp Oil Still' on the table inside the Chemist's house in Rimmington. (Not the Fractionalizing Still outside.) Then use your Oil Lamp, Oil Lantern or Bullseye Lantern with the still to collect your Lamp Oil. Oil refills are never needed.

The mosquito proboscis can only be obtained at the Tai Bwo Wannai Trio mini-game, it shouldn't take long to get really, spend 10-20 mins there and you'll probably get more then one. Just so you know, it'll probably extremely hard to find a seller.
