I belive your wrong. I think that if it's a non-member skill that you have maxed out at 99 then you can get it as a non-member. I could be wrong but that is what I belive since all non-member skill cape givers are in non-member parts of runescape.

I have gotten the frog once and I just got the zombie.

How does this work? I spent 1 hour killing barbains and leveled up from 35-40 and didn't get a level1 clue!
