Highscores getting more and more Members Only?

Buy, WHY would Jagex want to make seperate hi scores? More members on hi scores, the more people become memver to get on the hi scores. Yeah, just something I thought of, anyone reckon this is true? -
They probaly look at previous history with that friends (they probaly can) and heaps of stuff like that, so most likely your safe.
