I'm not sure you understood what they were saying. Jagex is saying thay you cant suggest jagex makes private servers, for certain groups of people, or certain things. If what you are trying to say is true, fast free laws would be illegal, the shade burning world would be illegal, and any other groups that have a specail world, and a post on the official forums, would be illegal.
