That would be the stupidist thing in the history of stupid things. My Current IP changes each time the internet reconnects, not only that but I'm home from University and thus have a different IP there then here. Some people probably travel for work or something and thus are able to access Runescape from a lot of different places, banning someone for using a different IP is just plain stupid. Restricting my trade is stupid too you never know. Also I doubt your gonna pay someone from your area to power level for you it's most likely gonna be from a different country i.e China.
