Why is it even important? the difference in cost compared to altaring is minimal, while the speed is definitely much slower(2x+). Even if you kill edgeville men, altaring would be better, and that's probably why noone bothered. i dont think it's 2x +slower, as you dont need to grind down the ashes

there's already things like snow at waterbirth isle, i guess adding more features would just be aesthetics. unless rs turned into pokemon. id rather see jagex working on a new boss or new areas or quests than weather. id probably turn the feature off if it rained in varrock randomly.
