What about tech and personell support?

Don't worry about tech theft, if I wabted any of your techs I would just pourpose a trade. I request a lot for constucting an embassy on one planet of each empire, the only techs to be in the embassy's are rings, shield emmiters and particle magnums for guards. Retech you don't have to think to mouch about this as you live in my oceans and I on some of your islands.
