By halved, i mean if my Inf. is 1 and i nuke Vatican city, and then annex it, it would, in theory, have a Inf. of 0. averaging the 2 would give me a .5 inf, even though i just annexed a tiny country.

I think the averaging thing is kind of stupid. If i bomb Vatican city to the ground, than annex it, my infra. shouldnt be halved.

Hex, your army would cost a bare minimum of 180,000,000,000 a year to maintain. that's 1.8 Trillion every 10 years. even if part of that is part of your budget. you still couldn't afford it.
