During While Guthix Sleeps, when you're following step #49 of the quest guide, it tells you to go to the cave and speak to Movario. It doesn't state anywhere that you need to be wearing full Dagon'hai clothing in order to convince him that you're Surok. If you can't convince him, you can't continue the quest.
