I would suggest getting maybe a new mouse, or a new/better mousepad. It could be something in the mousepad, depending if it's fabric or plastic. Or it could be that your crappy mouse is crappy, or your expensive fancy mouse has broken. I bought a $5 mouse at Wal-Mart, and it worked fine for two years. I then bought a Razor macro mouse, and it broke in a week. I would suggest doing the cheaper before looking into getting new hardware.
