They take a few seconds to spawn. You can solo camp any king you want and all three will respawn like normal as long as the instance lasts. Spinolyps do NOT respawn in an instance.

Don't go spending tokens on extra chaotics just yet, off-hand versions will be released with the combat update! This is going to be epic.
