does that mean you now have a pixel program which has layer? cause otherwise i suggest graphics gale, a free program, kinda like an upgraded paint, with layers and a great palette system. just incase i think he means he used ps7. you do it the same as u would in paint (pencil tool) but only u use the layers 2 make it 100 times easier. if u dont like the bg, u delete it, and so forth.
