have you done swan song ? WOM DOES need runes for his spells. The Wise Old Man is the guy who stole the Blue Party Hat, the MYSTERIOUS old man is the one who gives Strange Boxes and teleports you to the maze. The WOM is a regular NPC which we can talk to in Draynor Village, the MOM is a Random Event. Also in the RS stories (which I wish they would expand upon) we have the origins of Magic. A wizard (from the East I believe) came to the people of Runescape and showed them his powers, several went off to join him and they learned to do magic without the use of runes (because Runecrafting hadn't been invented). In the story the main character who was just a boy at the time came home and showed his parents his new found "control over the winds" which is our modern day Wind Strike. Later on they discovered or invented temples to bind their powers into Runes which all Runescapians could use. So the story tells us of people who COULD use magic without the use of Runes. I think it's a lost art amongst the people of Runescape and even it's current citizens. I think the few mages who have made new spells (such as the animate Rock Spell in One Small Favor) are some of the few mages that still use Magic without Runes. I'm guessing also that the Mahjarrat (Zammorak's order that he belonged to) used Magic without Runes but eventually crafted their own Runes for their apprentices and whatnot. That's my two cents. Fascinating story. Perhaps one day, there will be a quest that will allow some of the people of Runescape to rediscover this lost art. One day... just maybe...
