Something similiar was implemented in Canada not too long ago except for police. These powers weren't even used in the 5 year timeframe (bills that infringe human rights expire every 5 years and need to be renewed then to be kept in force). It was amended after then. See this. So it may not be as bad as it seems.

I actually don't see any differences in any of the themes. Could you screenshot the specific problem?

You should find out the type of graphics card it has. However, I'm guessing it's something minimum (since Windows Vista+ requires a graphics card). It should work fine because the one I am using now has less RAM and is a triple core, and I run all three without a lot of lag. EDIT: Keep in mind though this is also dependant on internet speed. Say when you download the video to buffer it while playing RS, it may lag it at that point.

SC1 is cheap since it was a while ago. Yeah, I'd recommend that you play it. Keep in mind it is an older game so the graphics won't exactly be amazing.

Yeah. Wouldn't mind a Starcraft movie either.
