They would actually be the first... Okay, I undestand that Iran will not use its nuclear weapons to HARM anyone. There is still one question to be answered: How would they use it as a "bargaining" tool with the rest of the world? I am one-hundred percent sure that this is the reason America and other countries do not want Iran to have WMDs. It's not about the destruction. For the reasons you stated, they are probably sure the nuke will not be used. They fear the economic leverage that the nuke holds. You cannot threaten a country with a nuke. It would obviously be very foolish to do so. America is losing its global hegemony, and their attempts to recover have failed miserably.
