You can send a science team there. No military is allowed within 10 miles of the island, and all research completed on Haven is instantly shared with everyone that has a team on the island. But, you're not allowed to research anything military related on Haven. Also, it cuts down on research times by a bit. So, a project that would normally take 5 years would take 4. Not really. I never attacked anyone, and no troops moved in. He completely abandoned Nigeria, yet still wants to keep it? Why? That doesn't make any sense. You said it would be your capital. So...a capital with nobody in it?

What about Dusty gets the country, Rocco gets a ZPM when I'm done researching them and I have made four for myself?. There's no technology to it, its just a huge building that hosts different projects, it allows it all to be more organized and a place to run experiments without having to rent out other places like scientists would have to do. It also holds more scientists so project time is lowered, it took me 3 years with a 1.5B budget. Still, if I have it, I can upgrade it and give you the improved version of it, without you using any budget. Well I'll send you my blueprints, but its really just a huge building with different quarters with the techs I'm researching, it normally has a small break room for scientists, a few experiment rooms, a few labs, a data room. What happened: Rocco initially planned that he would move 90%~ of his population off Earth, but he would use Nigeria as his central government. He DID post this. Then, he posted something saying "ALL" 260m population had been moved to Harrakis. First answers only, imo. But whatever, I think Doom should adjudicate this as I consider her to be the most neutral out of these two parties. But frankly, it's appalling. Regardless of how many people I have living there, it's my land, and Dusty taking my land is a direct act of war against me. Not really, it's just colonists moving into empty cities. (And why wouldn't they?). Maybe if I had run in and killed all your (former) elephants, perhaps. I'll check back later tommorow.
