I have always preferred non-combat, but I also do train Combat skills once in a while. Since I'm back to F2P, its all non-combat for now :

You have to make them in a Player Owned House using a Lectern that can be built in the Study. Each tab requires one Wet Clay and the Runes for the spell. The only other way to get them is to obtain them from another player.
