I was walkin into wildy north of varrok when i saw the transport sign but i never knew there was any form of transport there...When i investigated i found a rock:

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Does anyone know what it does or am i just showing a lack of general awareness? :oops:

it's the baloon transport, have to do the quest first:)

I think it becomes visible after you complete the balloon quest an enlightened journey. After you finish it, you can use the hot air balloons as a mode of transportation to the crafting guild, the gnome stronghold, Varrock lumber yard, the druid town (forgot proper name) north-west of Falador and and Entrana. It requires a certain log to "pay" for the trip.
