Of the masks there is a hierarchy where one is always above the other, well it is implied that the "though of one of them costing more" should have a similiar effect of the other costing more. But since the red mask has a higher base value it has more potential to go higher. The hierarchy is fixed as way too many people believe mentaly their values to be stacked like that, regardless of which they like better.
