At the mage guild u can cast on the zombies all day long. Or u can pick on the zoo monsters or cast on moss giants.

First of all, you really should be using Crumble Undead instead of Fire Bolt.

 

You will earn about 25000 more magic exp over FB.

 

 

 

For Crumble Undead, a 100% safe spot is the key room in the Varrock sewers.

 

You can shoot across the water at the 4 zombies that spawn there.

 

It's a multi combat zone so you will (almost) always have a target.

 

 

 

Second, for F2P,

 

With FB, you can try the Port Sarim jail, the screen room on the second floor

 

of the white knight castle, the caged lesser at the top of the wizzy tower,

 

the caged red monk under the Varrock palace stairs, scorpions from above

 

the rim of the Al-kharid mine, hobgoblins from the crafting cow pen, etc.

 

There are lots of places that will work.

 

 

 

Finally, obviously, the higher the level of the monster, the less waste

 

you will have when using FB.

 

So, if you insist on the less efficient FB (over CU) then do lesser's or white knights.

F2P: I would say hill giants downstiars behind the rock. Or mabye goblins... It depends, if you just want exp do goblins or if you want to make money and a little more hp level do hill giants.

in the addy zoo there is a troll and an org in cages, its easy exp. If you kill them both to fast there are some wolves just a bit north.

kill the lessers behind the fence in tavery dungeon or at yanille.
