It's completely random, and hunting for it probably won't get you much. If you have to, try doing a monster that ALSO drops other dragon items. I think steel dragons drop dragon legs, skirts, and half shields. They might be good. In Soviet Russia, glass eats OTers. Alansson Alansson, woo woo woo! You could also try the KBD however I don't know how that'll fair for dragon halves, I know the KBD drops a lot of dragon meds though.
