Buy that tar/paste or w/e they sell and go to the sinclair mansion (part of murder mystery quest) there, they hve a flour bin, with unlimited flour. Just add all you need, then cook it :) That's still to make swamp paste, hee hee. He needs tar, which is paste without the flour/cooking process. I'm absolutely certain the Mort'ton store sells swamp paste and not swamp tar, since the swamp paste is used to rebuild the Temple. You can also pickpocket the Cave Goblins in Dorgesh'Kaan but you won't be getting Swamp Tar 100% of the time. Cave Slimes are probably one of the easiest ways to get Swamp Tar. The ship from lunar diplomacy has tar barrels that give a random amount of swamp tar before becomming empty. They have a fairly fast respawn time as well. The best spot is on the floor just below deck, there are 3 barrels close together. Supposedly it's possible to get 1000 tars per hour here. Proud owner of a Quest cape!
