I don't know the guy, but has he been here long? You all certainly have learned to enforce the culture of non ripping (and that is a good thing), but perhaps he simply didn't know.

There are free for use images in stock galleries that you may freely use in sigs. Other sources of images (google image search, clipart, video game sites, etc.) are not legal to take from, as the images are copyrighted. Now before anyone asks, yes ALL of them are copyrighted by default under law. It doesn't matter if they have a copyright symbol. They are intellectual property and to use them you have to gain written permission from the creator.
