Small pouches never degrade, and the others it depends on how many times you use them. They lose 3 essence storage I believe, and if they degrade while essence is in them, you just lose it. But if they are all damaged, you could never repair them, and just use them damaged. it works out fine, you don't keep losing more essence AFAIK.
