You do that with adobe imageready, it comes with ps7 which i use. I don't know if it comes with cs.

basically its mucking around with tweening, 1 images transition to another basically each different step has to be tweened with the next the tsteps are like, image with all text image missing 1 line of text, image missing next line of text etc. i am not good at explaining it but i think thats basically it

It's very simple animation and it's done in ImageReady... Try looking for some tutorials on Google... It's very simple.
