You have to complete 'The Lost Tribe' quest if you with to buy the Dorgeshuun Bow from the shop for 2k, and the Bone Bolts from the shop for 4gp each. You must complete 'Death to the Dorgeshuun' quest if you wish to use the Dorgeshuun Bow special attack. Alternatively, you can buy the Dorgeshuun Bow, or Bone Bolts from other players. The only requirement to use the bow being a range level of 28. If you can't find any sellers, definitely check the Official Runescape Forums.
