When you operate an equipped cape through the equip menu, they raise the skill by 1 point temporarily, right? What happens if the skill is below 99 at the time? I was specifically thinking of HP and Prayer. Could the capes be operated repeatedly to restore HP or Prayer points? What about stats that have been lowered by curses or the like? So if you have 99 hp and are wearing a skill cape you will always be at 100hp and after there are 100hp total inflicted on you then you will die.
