Diving gear is from the Pirate Pete: A Fishcake subquest of recipe for disaster. The kelp is growing in part of the quest, and you just continuously click on it to fill your inventory. Kelp works the same as seaweed (for soda ash).

While Saving Pirate Pete in Recipe for Disaster, you unlock an underwater area, and Murphy gives you diving gear. There, you can pick kelp, which will work instead of sea weed. There is a deposit box nearby, there you can deposit your collected kelp into your bank.
