Tokkul is a currency, just like GP so sure it could be traded for some items but then we would need an exchange rate to work out the prices fairly ;).

It's untradable and you can only sell things to the stores that stock that item already. E.G. runes, ores/gems and obby weapons.

If it was tradable it would seem kind of diffuclult to get it even with the item.

Well Jagex set a bare minimum for prices at shops for runes and everything. They could then compare that with that of how much it costs in tokkul. With that they could have a ratio of tokkul to coin. I personally would not like this because well everyone would be running gather tzhaar items from normal items.
