how rare is it? is it possible to get more then 2 different scrolls at once?

They are very rare usually 1/5,000. You can have more then one at once though. On RSOF you can find some logs about people getting them.

tried searching, all i got were some stupid clan recruits. although 1 thread kind of helped a bit.

ive only gotten one ever

 

so id say theyre incredibly rare
