I think it varies from monster to monster. I'm pretty sure it's more like 15 mins and no they don't start attacking you again if you go to the bank. Thats why level 3 skillers woodcut at draynor.

Quit with that stupid small writing no one can read.

Well I always thought it was double level of a monster + 1= Quit being agressive.

 

And after 15-20 minutes monsters are not agressive anymore. Well, most monsters.

Get to twice their combat level, and they'll quit attacking you.
