Can a " cook " Unnote my Planks ?

In your house? If your doing construction then you should get a butler since they can go to your bank and retrieve items.

 

As far as i know cook's can't unnote planks, not sure though :?

Yes they can.

Yes, they can. I used my cook to unnote things for me until I got a Butler. So it works.
