Train runecrafting, and make your own runes.

 

 

 

Other option: buy the runes and go battle monsters that drop enough to cover (most of) the costs.

A cheap method I like to use is casting curse spells on the Monk of Zamorak under the Varrock Palace. Body runes are cheap to buy and along with one other elemental rune and an elemental staff (Earth/Water), you could earn a good amount of experience. The only thing is that it doesn't give hitpoint experience and the task is being repeated. You can also fail spells to speed things up even more by wearing any full metal set and casting the spells.

you should try and go up the wizards tower south of draynor and do some target practice on the demon in that cage. it drops pretty decent ammounts of fire runes and if your lucky you can get rune med helms

Idk if this is the best xp; I doubt it's the cheapest,
