If Jagex wants to make sure all their pmods are trust worthy it's entirely between them and the player-mods/forum-mods. I don't see how non-mods really need to know about stuff that doesn't concern them in the slightest. There is nothing top-secret about this as this is far from new news, but there is no real reason for it to be disclosed publically.
