Best collectible item imo. Not buyable, and you can still use the arrows afterward if you wanted (and they're on fire now!).

 

 

 

To get them:

 

From Underground Pass quest. Speak to Koftic before the bridge to get damp cloth. Use this on ___ arrows to get ____ fire arrows.
