If a thread is escalated, I believe it means a F-Mod has set it as "escalated" so the thread gets the attention of Jagex. To hell with humanity;The more I see, the less I believe. There was a bug in the forum once where some users where appearing as Jagex or Forum mods when they weren't. I believe they could see the some of the hidden forums they weren't meant to, but they couldn't actually access them. Part of the moderator interface was available, as the pic shows.
