I'm not sure if this is the fastest way, but I tele to Camelot, then run to Catherby to take the charter ship. I can't remember how much it costs right now, but it's something above 1k, and below 2k. You could take a charter ship from anywhere; wherever you can tele closest to one. I think charter ships are the fastest way there.

An easy why to get there is using a fairy ring, it's cheap too.

Yeah fairy ring is the fastest i think. Find the code for feldip hills area.

I think you'll get 19 minutes or so. Also, since your useing the abyss, theres a fairy ring near the canoe in edgeville by the grand exchange wall.

Closest fairy ring to a teleport is the slayer ring to rellekka. But the fastest way to get to Oo'glog is the lunar Catherby Teleport to the charter ship, which should cost less than 1k if you have a ring of charos (a) and completion of Cabin Fever. Failing that, I think the ectophial to the Phasmatys charter ship is the next-fastest way.
