I used to play world of warcraft and I see runescape going the same way in a scence. The grand exchange is really he same as thier auction house. They also have mounts and tbh I think runescape doesn't really need them. Runescape has many unique ways of travelling around. Fairy rings, gliders, rings, amulets and many more. Horses are lame, if runescape really needed something, it should at least be bull or something epic. Imagine it now, riding into the grand exchange on your bull, attacking someone in red cape. Epic. We already have a ton of ways to get around, mainly teleports, and horses would be a waste of programming when Jagex's time could be spent on more valuable things, like quality quests or patching up the graphical mistakes from RSHD. I still have my hair poking through my mime mask. Oh, and your suggestion was just "Make a quest, give us horses", not "This is an idea for a quest with all requirements, basic plot, the structure for the horse-travelling system, and any levels needed to use the travelling system". There's no such thing as regret. A regret means you are unhappy with the person you are now,and if you're unhappy with the person you are, you change yourself. With the engine they're running at right now, I don't see how horses couldn't be technically implemented. It's unlikely, but not impossible.
