As you know, the level of a random event depends on player level:

 

 

 

This table applies for the following random events: Mr Hyde, River troll, Rock Golem, Shade, Tree spirit, and Zombie.

Also, I'd like to point out that the level 170 Evil chicken does NOT exist. This can be proven through cache investigation, which is obviously the highest proof possible. There's only 13 evil chickens in the cache: ID numbers 2463 to 2468 are the normal random events, 3366 to 3371 are the normal random events with fishbowl helmets (you'll encounter these versions if you're underwater) and ID 3375 (the RFD one) is LEVEL 159.

 

 

 

And if you still don't believe me, here's a screenshot from RuneHQ's Recipe for Disaster quest guide: evilchicken.png

 

 

 

Please correct this map (http://www.tip.it/runescape/?page=evil_chicken_lair.htm) so it shows level 159 instead.

 

 

 

Also, the RFD quest guide should just say "level 159" not "up to level 159" in the monsters field: http://www.tip.it/runescape/index.php?rs2quest_id=134

 

 

 

And remove "The evil chicken's level will vary just as the Random Event does." from the notes.

 

 

 

EDIT: I just scanned the level 38 chicken! 40 hitpoints. Well, the tables are complete now, enjoy the info!

I asked strait upfront how you got the information, at this point it is in discussion, as of past few days as tryto brought out. I have/am been really busy rl so hence why not handled yet. It will take a lot of time making sure everything is perfect in order.
