There are herb patches in Ardougne, Falador, Troll Stronghold (have to do My Arms Big Adventure), west of Port Phasmatys, and Catherby. It also helps to plant alottments in these area's also (except troll stronghold). Once in a while they will die, but you still get plenty more xp for doing it this way.
